Maryland Insurance Commissioner Kathleen Birrane named a new associate deputy commissioner and new associate commissioner for financial regulation.
She named Tammy Longan as associate deputy commissioner for the Maryland Insurance Administration (MIA).
In that role, Longan will oversee the MIA’s Office of Hearings, which conducts approximately 85 administrative hearings and issues approximately 230 administrative orders each year. In addition, Longan has been tapped to coordinate the work of the MIA’s newly established Office of Innovation and Transformation, which houses the working groups within the MIA that are focused on cybersecurity, innovation and technology, climate and resiliency, DEI and workforce initiatives in insurance, and regulatory oversight of the use of big data and artificial intelligence in the Maryland insurance market.
Longan has extensive experience in the insurance industry. She comes to the MIA after a 17-year career at Chesapeake Employers’ Insurance Co. (formerly the Injured Workers’ Insurance Fund). Since 2015, Longan served as director of the Strategic Business Unit, where she managed a $37 million book of business and supervised 15 employees.
Prior to joining Chesapeake, Longan was an assistant public defender in Baltimore. Earlier, she was a claims representative for Progressive Insurance. She holds a bachelor’s degree in political science from Old Dominion University and a J.D. from the University of Baltimore School of Law.
Birrane named Lynn Beckner as associate commissioner, financial regulation for the MIA.
Beckner will lead the MIA’s Division of Financial Regulation, which is responsible for the financial regulation of domestic and foreign insurance companies, including financial analyses and examinations of licensed companies and applicants for company licensing.
An MIA employee since 2001, Beckner has served in progressively responsible roles over the last two decades. For the last 12 years, she was chief financial analyst, managing a staff of professionals responsible for monitoring domestic insurers’ statutory compliance and financial solvency. Beckner is a certified public accountant and a certified financial examiner.
As chief financial analyst, Beckner:
- Managed the financial analysis process to ensure that procedures followed risk-focused surveillance concepts.
- Successfully lead a team of analysts through two National Association of Insurance Commissioners Accreditation reviews.
- Created an analysis workflow management system to help analysts and supervisors ensure all work is completed on time.
- Developed an automated early warning tool to quickly identify solvency issues within days of financial statements being filed.
Prior to joining the MIA, Beckner held corporate accounting or audit-related positions at public accounting firms in Texas, Missouri and Maryland.
