Maryland Insurance Commissioner Kathleen Birrane named Erica Bailey as chief hearings officer for the Maryland Insurance Administration (MIA).
Bailey joined the MIA in August 2017 as associate commissioner for compliance and enforcement, where she managed a 50-person team responsible for regulatory oversight of insurance companies, insurance producers, title agents, public adjusters and bail bonds professionals. In August 2021, she joined the ’MIA’s Office of Hearings as associate commissioner for hearings.
As chief hearings officer, Bailey will serve as the commissioner’s primary designee for the conduct of quasi-judicial hearings and for the issuance of decisions on complaints stating causes of action. In addition, she will preside over complex and significant cases and assist in the peer review of the work of other hearing officers and the administrative operation of the office of hearings. In 2022, the office conducted more than 90 in-person and virtual evidentiary hearings.
“Erica is a proven and effective leader,” Birrane said. “Her contribution to the office of hearings is already significant. I am confident she will excel as chief hearings officer.”
After beginning her legal career as an assistant district attorney in the Bronx County, New York, District Attorney’s Office, Bailey spent over a decade handling Medicaid fraud investigations as an attorney advisor with the District of Columbia Medicaid Fraud Control Unit and the Virginia Attorney General’s Office Medicaid Fraud Control Unit.
Notably, she was appointed by the National Association of Medicaid Fraud Control Units to lead state settlement teams involving fraudulent marketing practices by pharmaceutical manufacturers.
Bailey holds a B.A. degree in French and English and a master of library and information science degree from Rutgers University. She earned her Juris Doctor degree from George Washington University Law School.
